Senate bill targeting WuXi won’t affect federal spending, CBO says

A Sen­ate bill that would black­list Chi­nese biotech com­pa­nies like WuXi AppTec from do­ing busi­ness in the US may not see a vote un­til af­ter the elec­tion, if ever. But if it does, the Con­gres­sion­al Bud­get Of­fice on Tues­day said the bill won’t in­crease the fed­er­al debt.

While biotech and drug com­pa­nies have re­peat­ed­ly out­lined the dis­rup­tion the leg­is­la­tion would cause, the CBO’s de­ter­mi­na­tion re­moves an ob­sta­cle in a Con­gress where Re­pub­li­cans rou­tine­ly block pro­pos­als that aren’t bud­get-neu­tral.
